FAIRFIELD, Solano County — October 23, 2026. Two city programs with similar ADU language have very different implications for Fairfield homeowners. The Housing Services Department’s ADU financing program says no new applications are being accepted because the program is paused pending future funding. A separate Building Safety pre-approved ADU plan program is intended to reduce some plan-check costs and processing time. Homeowners should not confuse these two offerings.

What is closed?

Fairfield’s Housing Services program was designed for qualifying homeowners to build an ADU or junior ADU with technical and financial assistance. Its published terms describe a potentially forgivable, deferred-payment loan, income and location restrictions, and an affordable-rental obligation. But the website states that the loan program is currently on pause and applications are unavailable. The listed description of how the former program operates is not evidence that a family can receive funding now. The city directs people to check for future updates and lists 707-428-7445 for a feasibility inquiry.

What about pre-approved ADU plans?

On a separate page, Fairfield says using an approved design for a detached ADU could cut plan review fees by more than 60% and processing time by up to 75% compared with the usual plan review. These are the city’s program estimates, not a guaranteed saving on a particular project. The same city page labels the local gallery of pre-approved ADU designs “coming soon”; therefore, an owner should verify that a particular current-code design is actually available before buying a plan or budgeting based on those reductions.

Approval of a drawing is not approval of a lot

The city’s ADU rules and guidance remain important even with a pre-approved design. Zoning, utility connections, stormwater, building-code requirements, setbacks and site conditions can require additional documents. Plans prepared under older code cycles can need revision. Before signing a designer or builder contract, contact the Planning Division at 707-428-7461 for current parcel-specific requirements.

Check the 2026 fee schedule

Fairfield has posted 2026–27 permit fee information effective July 1, 2026. An estimate from 2024 or 2025 may not reflect current planning, building, impact, inspection, utility or school fees. Request a written estimate identifying what is included and excluded before financing construction.

The practical next steps

Check whether the loan program has reopened; verify whether the city has a currently usable pre-approved design that fits the parcel; obtain current fee schedules; request contractor estimates; and only then decide whether the project makes financial sense.
