FAIRFIELD, Calif. — November 4, 2026. Solano County prosecutors have filed multiple felony counts against a 17-year-old arrested after a fatal October 30 shooting inside a Spirit Halloween store at the Solano Town Center mall in Fairfield. Authorities say the gunfire killed 31-year-old Constance Hages, who was pregnant, and injured six other people. The teenager was arrested in Suisun City on Monday, November 2.
What charges were filed?
According to the San Francisco Chronicle’s November 3 account of the district attorney’s announcement and KCRA’s report on the filed petition, the prosecution alleges two counts of murder, three counts of attempted murder and three counts of assault with a semiautomatic weapon, along with related firearm allegations. These are accusations, not convictions. The existence of two murder charges does not mean police reported two adult victims killed; Hages was pregnant when she died.
Will the suspect be tried as an adult?
Prosecutors have sought a transfer from juvenile court to adult criminal court. That request does not mean a transfer has already been granted. A hearing is required and the court determines how the case proceeds. The defendant is a minor, so California58 is not publishing his identity in this report. The presumption of innocence applies unless guilt is established through the judicial process.
What police say happened October 30
KQED reported that investigators believe the shooting was directed at a person inside the retail store, but others were struck. Police said a school resource officer recognized the suspect from surveillance video, which helped detectives identify him. Authorities are responsible for establishing the precise sequence of events and the evidence in court; the newsroom does not independently determine motive or culpability.
The shooting has raised questions for Fairfield residents about safety in public spaces and the legal response to serious alleged juvenile crimes. Those issues should be examined separately from any determination of guilt in this specific case.
